Will the Kyoto Agreement finally be ratified?

Will there be enough of a push from the new Congress to propose the ratification of the Kyoto Agreement?  As of December 12, 2006, there were 166 countries and other governmental entities which have ratified the agreement.  Only 30 countries to go, including the United States of America.

What are you thoughts?
